ELDORADO constitutes itself as an OSCIP – Civil Society Organization of Public Interest OSCIP -, under the terms of law 9.790, of November 2001.

Law 9790 provides for the qualification of legal persons governed by private law, with non-economic purposes, such as Civil Society Organizations of Public Interest, establishes and rules the Partnership Contract, and provides other measures.

The qualification as an OSCIP is a pre-requisite for the signing of a Partnership Contract between the qualified private entity and the Public Power. The law’s intent was to establish a criterion for the organization of the hiring of non-profit entities which act alongside the State. However, the qualification in itself is not a guarantee of the signature of a Partnership Contract, solely a necessary condition. The validation of partnerships is dependent on the capacity for social mobilization of the OSCIP and the projects of public interest that it is able to elaborate.
